"Two women were located with assistance from PolAir and pulled from the water unconscious by officers attached to Marine Area Command."
Paramedics gave the two women CPR, but they were unable to be revived and died at the scene.
The third woman was being treated for hypothermia and there were concerns she has a spinal injury.
Two bystanders, who were believed to have tried to help rescue the women, were reportedly being treated for hypothermia.
NSW police have established a crime scene and begun an investigation into the incident, however, "no suspicious circumstances have been identified at this time".
